I tend to recycle characters [with different plotlines]. Like mad. How would you want me to work that out?

If you just want to claim to work with characters for development reasons, you can claim under 'Character Development.' But~ if you're basically claiming one of your novels to develop characters, I'd classify that under a 'General' claim.

Can we do a fanfic with OCs?

Although we'd much prefer it if you could keep from that, yes, you can. The 'original' in our title, while intended mostly as an original novel, can stretch to include original characters in an otherwise fandom world. However, if you do choose to do that, you'll need to include a disclaimer in all of your posts, as you normally would.

My two claimed "fandoms" have a person in common, and blend into each other somewhat at a certain point. Would an occasional crossover of the two be allowed?

Under certain circumstances. Crossing over is fine, but you can't use one drabble for one of your "fandoms" and count it for your other claim's drabble for that theme. Two claims, two-hundred fics. But yes, crossing over is fine! :D And fun~
